CONTEXT/INTRODUCTION

The mission of DIGIT.B.2 is to deliver Digital Business solutions for the European Commission and its stakeholders as well as for public administrations and citizens in the Member States in cooperation with other Commission services. These Digital Business solutions focus on improving the Commission’s efficiency using IT business solutions as an enabler and cost-saver. DIGIT.B.2's activities focus on the development of information systems in different domains such as document management, knowledge management, crisis management, the internal decision making process of the Commission and the European Citizen's Initiative. DIGIT.B.2 manages the complete development lifecycle of the information systems, including feasibility, study, business requirements, business process modelling, analysis, development, testing and deployment. Accompanying measures like training, support and the design of promotion campaigns are also managed by the unit. This specific request is for the provisioning of consulting services for the DIGIT.B.2 unit, and specifically for the HAN ecosystem of applications. HAN – Hermes/Ares/Nomcom – is the document management solution used by all the Commission's Services, the Cabinets, EEAS, the EU delegations, the executive agencies and other institutions for registering and filing the official documents of the Commission. It implements the eDomec rules of the European Commission. Its front-end is used by 30 000 users, while its backend services provide document management functionalities to more than 100 other systems.

DESCRIPTION OF THE TASKS

Non-exhaustive list of the tasks to be carried out:

• Analysis of user requirements and modelling of new information systems
• Prototyping
• Development or maintenance of applications that reflect the specifications
• Development of proofs of concepts
• Development and integration of multiple information systems or modules into corporate solutions
• Production of technical documentation
• Assistance with deployment and configuration of the systems

Knowledge and skills

• In-depth knowledge of Service Oriented Architecture
• In depth knowledge of applications design
• Good command of coding best practices, software design and architecture patterns

Soft skills

• Capability of integration in an international/multicultural environment
• Ability communicate clearly in English or French with stakeholders (business and IT) both verbally and in writing;
• Rapid self-starting capability, self-driven and can-do attitude
• Experience and willingness in working in team settings
• Ability to contribute in multilingual meetings
• Ability to work with a high degree of rigour and method and, more specifically, to follow working standards set by the team and by the EC
• Delivering high quality and clean work
• As the applications managed and maintained in DIGIT contain personal and confidential data, a high degree of discretion and integrity is required from all our staff members.

REQUIRED SPECIFIC EXPERTISE

More specifically, the required specific expertise includes:

• Expertise in Java-related technologies, including J2EE, JSP, JDBC, Log4J, XML/XSL/XSLT, XQuery, XPath and Oracle WebLogic
• Experience in service-oriented architecture and web services: RESTful API, SOAP, WSDL, JAX-WS, JAX-RS, Oracle Service Bus, YAML
• Good knowledge of Spring Framework and aspect oriented programming
• Good knowledge of relational database management systems Oracle SQL, PL/SQL

Desirable:

• Affinity with cloud computing and IT security
• Having experience with ECAS (European Commission Authentication Service) would be an advantage

WORK ENVIRONMENT / CONDITIONS

The consulting work will take place at the Commission premises in Brussels.

• The methodology used for development is derived from Agile, RUP or Kanban
• The technical environment is based on Oracle and Weblogic
• Eclipse or IntelliJ is used as Java development environment
• Atlassian suite is used for DEVOPS
• Edge, Internet Explorer, Firefox and Chrome are the web browsers
• MS Office suite used for drafting documents and email.
